Woman, 21, charged with murder, DUI in South Philly I-95 crash


A 21-year-old woman was charged with murder Tuesday for her role in a crash that left three people dead, including two state troopers, on I-95 in South Philadelphia, authorities said.

Jayana Tanae Webb, who lives in Collegeville, Montgomery County, was allegedly driving intoxicated at the time of the collision, which occurred just before 1 a.m. Monday in the southbound lanes near the stadiums.

Troopers Martin “Marty” Mack, 33, and Branden Sisca, 29, were killed in the violent collision, and state police on Tuesday identified the third victim — 28-year-old Allentown resident Reyes Rivera Oliveras.

Webb is facing a litany of charges, including three counts of third-degree murder, homicide by vehicle while DUI and involuntary manslaughter, as well as two counts of manslaughter of a law enforcement officer, according to authorities.

“My office will now seek to ensure this defendant is held accountable for her alleged actions that resulted in this senseless loss of life,” District Attorney Larry Krasner said in a statement.

Legal representation for Webb could not be immediately identified Tuesday.

Mack and Sisca were called to that section of the interstate after drivers saw Rivera Oliveras walking on the highway.

As the officers were escorting him to their cruiser, a speeding car, allegedly with Webb behind the wheel, unsuccessfully attempted to swerve around the men, police said.

“The impact was so great that it threw the troopers over into northbound lanes of Interstate 95,” state police Capt. James Keem, commander of the Philadelphia-based troop, said Monday.

All three were pronounced dead at the scene, and Webb remained on location, according to authorities.
